[net] wireguard: receive: fix data-race around receiving_counter.counter
Commit Message
Syzkaller with KCSAN identified a data-race issue when accessing
keypair->receiving_counter.counter.
This patch uses READ_ONCE() and WRITE_ONCE() annotations to fix the
problem.
