In addition to that the device get_phy_device() can adapt the is_c45 parameter as well if supprted by the mii bus. Both APIs do have a different set of parameters which can be unified to upcoming API extension. For this the 'struct phy_device_config' is introduced which is the only parameter for both functions. This new mechnism also adds the possiblity to read the configuration back within the driver for possible validation checks.
