  Pass affinity managed mask array to irq_build_affinity_masks() so that
index of the first affinity managed vector is always zero, then we can
simplify the implementation a bit.

nit: curvec is used only as irq_build_affinity_masks() startvec param, 
so not sure why you use a different name in this function
