Code cleanup related to handling exceptions in GNATprove.
gcc/ada/
* exp_ch11.adb (Expand_N_Raise_Statement): Expansion of raise statements
never happens in GNATprove mode.
Tested on x86_64-pc-linux-gnu, committed on master.
