[COMMITTED] ada: Missing dependency with -gnatc

When using -gnatc, dependencies on preprocessor and config files
were not recorded.
gcc/ada/
* gnat1drv.adb: Ensure all dependencies are recorded even when not
generating code.
Tested on x86_64-pc-linux-gnu, committed on master.
