[COMMITTED] ada: Update doc for -gnatw_q

The -gnatw_q switch turns on warnings for noncomposing "="
operators. This patch updates the doc to refer to relevant
RM paragraphs.
gcc/ada/
* doc/gnat_ugn/building_executable_programs_with_gnat.rst:
Add RM references.
* gnat_ugn.texi: Regenerate.
Tested on x86_64-pc-linux-gnu, committed on master.
