[GCC] arm: Add support for Cortex-X1C CPU.

Hi,
This patch adds the -mcpu support for the Arm Cortex-X1C CPU.
Regression tested on arm-none-eabi and bootstrapped on arm-none-linux-gnueabihf.
Ok for GCC master?
